I can give the hon. member the benefit of the doubt. I assume he thought the motion was in order since he seconded it. I am sure that is his view. The Chair simply wants an opportunity to review the motion in relation to the authorities on the subject to ensure that it is in order. If that assurance is one that I can give the House I will then put the motion to the House.
