What I can say is that, while the minister's objective is to encourage people to get back to work, that is not what we are seeing in real life. Including small weeks in the calculation of benefits discourages people from going back to work.
My colleague suggested that women, for instance, be encouraged to stay at home to raise their kids for two years because they need 30% to 117% more hours to return to the labour force.
