He is just trying to take away the credit of the Minister of Finance because the Minister of Finance and the government have been able to balance the books and now there will be money. For us it is very clear. Half the surplus is going for economic and social programs because we have problems in Canada that need attention, and the other half will be going for tax reduction and debt reduction.
