Is the parliamentary secretary suggesting that there be unanimous consent to change the motion from second reading and referral to a standing committee to referral to committee of the whole? Is that what he is asking at this stage? The House will not adjourn until the bill has been adopted at all stages, is that what the parliamentary secretary is suggesting? I am seeking clarification of what is being asked for at this point. Perhaps we could proceed with this understanding for the time being and if there are specific orders to be adopted at a given moment we can adopt them.
