Mr. Speaker, one possibility would be to do exactly what was done by the Prime Minister of Canada in 1980.
Prime Minister Trudeau said to Premier Lévesque:
“Mr. Lévesque, if you go the route of sovereignty-association, there will be no negotiation”.
