Mr. Speaker, I have here an article, which was published in the December 11, 1999 edition of Le Soleil , saying that an ordinary majority, that is 50% plus one, is used everywhere in Canada except in the case of Quebec.
Thus, since the Prime Minister announced the introduction of a bill denying the basic rights of Quebecers, I seek the unanimous consent of the House to table this document which will enlighten the House.
