Mr. Speaker, I believe that the government has failed completely to address the legitimate aspirations of the province of Quebec, as well as other provinces which have sole jurisdiction in many areas, including training and education. It is time for the government not to use just the stick when it comes to dealing with Quebec. We believe that it should use the carrot as well. It is time for a fundamental reform of the federation. If we had that in Canada today we would not have the problem of people agitating to leave the country.
