Not at all. Perhaps how I said it in French is what caused the problem.
I said that the Speaker does not wish to waste the time of the Chamber in going slowly in reading when it is the third time these motions have been read to the House, and members have in front of them copies in both languages so they can easily follow.
That is why I read a bit quickly, but I did not suggest that the time of the House is being wasted. It is not up to the Speaker to suggest such a thing.

For the record, Mr. Speaker, I wish to repeat that you said we are wasting the time of the House, whereas we have rights in this House and we are claiming our democratic rights to debate a bill.

Mr. Speaker, I would take as a point of order that you should exercise your powers to control tendentious and abusive use of parliamentary procedures. This is not a point of order.
