Mr. Speaker, the hon. member should not misrepresent what the Supreme Court of Canada said in the case to which he is referring, that of Burns and Rafay. In fact, the hon. member is a former attorney general. He should know that the Supreme Court of Canada left me with the discretion to determine whether I will seek assurances in exceptional circumstances.
