Order. As I indicated yesterday when the matter was first raised, I will take the matter under advisement and get back to the House with a ruling on this point promptly. I became aware that the minister wanted to make submissions on this, and the parliamentary secretary of course was unable to be here yesterday when the original comments were made, so I thought it appropriate that he have some intervention on the matter, which he has now had.
Does the hon. member for Renfrew—Nipissing—Pembroke wish to add more to this before I make a ruling?
