Madam Speaker, additional resources were provided to the department in order to facilitate detention and removal when refugee claimants are unsuccessful in their claims, but I also point out that if September 11 was a surprise to us, it did not occur on Canadian soil and it was a surprise to the United States as well. The perpetrators of that incident did not enter the United States from Canada. They entered legally into the United States. If there was a lack of awareness of the nature of the risks we faced, that lack of awareness was not unique to Canadian authorities. It was shared by authorities around the world and together we are all trying to make the world a more secure place.
