The Chair is in a difficult situation. From a procedural point of view and from general practice members conclude their interventions by presenting amendments. That is a signal that an intervention is concluded. The only venue available to us, and perhaps in the spirit of this debate I can only suggest that the hon. member for Medicine Hat seek unanimous consent to conclude his remarks and we will proceed from that point.
