Madam Speaker, I thank my hon. colleague from the PC Party, for as long as there is a PC Party, for his intervention, but I do wish to ask him a very simple question. If a 17 year old is caught somewhere in a park, for example, with a joint in his pocket, or is caught smoking it, does the member believe that this person should have a criminal record for life because of that indiscretion?
