Mr. Speaker, while not sitting on the Security Council, Canada has been more active than any other country in the world in trying to bridge the gap between Security Council members. We have maintained a clear position over the past year, and that has been our contribution to efforts to avert war.
In fact, I myself stated on American television eight days ago that war is not warranted at this time because, to all intents and purposes, Saddam Hussein is completely surrounded; he cannot cause much trouble with 250,000 troops surrounding him. And we must thank—
