Before we resume debate, I just want to clarify something that was said earlier. There is no precedent in the House for allowing 20 minutes on 10 minute debate. There is the unanimous consent of the House that is requested, but that does not set a precedent. I just want to clarify that in case there was a misunderstanding. The House is its own master. Once unanimous consent is given, then I follow the orders of the House, but there was no precedent set earlier by any other unanimous consent agreement.
