Deputy Prime Minister said this morning that Canada was not directly engaged in this conflict because we stood apart and believed that it was the Security Council of the United Nations that ought to have taken the responsibility for authorizing the use of force in international conflict. He added that this was consistent with decades of Canadian foreign policy and it was consistent with the charter of the United Nations. He concluded by saying that it was consistent with past practice, as long ago as the Korean war and as recent as the first gulf war.
