Mr. Speaker, I want to tell my Liberal colleague that I have always admired his great experience in international relations. He has just delivered a speech that demonstrates his extensive experience.
If I understand his approach correctly, he is a strong believer in multilateralism as a solution to international problems. His position that we cannot defend just North America and let the rest of the world fend for itself is therefore certainly reflective of his way of thinking.
Does he not think that, with this multilateral approach, we should, as a country or as a member of the UN and other international fora, be pressing for a reduction in the world's nuclear arsenal as well as the number of delivery systems? Could I take this further and say that we should be insisting on a reduction in the number of nuclear warheads and delivery systems instead of implementing a missile defence system?
