According to access to information documents, on November 12, 1998, OSFI met with the finance minister's political aide, Karl Littler, to discuss a draft memo that reads in part, “Based on the facts presented in the Price Waterhouse report and advice received from legal counsel, OSFI has decided not to proceed with any further action”.
This was weeks before the audit was even completed. How could OSFI have decided not to act on the audit before the audit was completed?
