Also, it was the Quebec finance minister, Mr. Séguin, who said the federal government bled Quebec. This is not sovereignists talking here. A federalist Quebec government said that, with a $9 billion surplus on March 31, 2004, it was intolerable and irresponsible for the federal government to keep on this way.
