Order please. The hon. member for Prince George--Peace River is the whip of his party and he knows what a good example he must set for hon. members. He knows that on first reading of a bill members are entitled to give a brief explanation of the bill. It was not brief, it is not brief, and the hon. member is quoting other members and so on. It sounds very much like a speech at second reading instead of a brief summary of the bill, which I know he would want to limit himself to if he has not already done it.
