The hon. Leader of the Opposition knows that it is improper to refer to the absence of members in the House. While he may wish to make that point, it is improper to do so in the course of debate in the House. If one member can refer to the absence of another, we will have a free-for-all on who is not here every day. This is quite out of order and I would ask the Leader of the Opposition to refrain from comments of that kind. He can refer to the fact that the Prime Minister perhaps did not answer the question, but that is about as far as he is permitted to go.
