Mr. Speaker, it is very clear where the hon. member is going. If he had taken the time to read the bill, as the legislative counsel has done, I want to make it abundantly clear to him that the tax payable is negated by the initial tax credit.
Mr. Speaker, your legislative counsel looked at this and examined all of the concerns, whether it be a ways and means or whether it be a question of royal recommendation. I merely wanted to point out to the hon. member and to the Chair above all that I am governed by the wisdom of the Chair and I stand by the wisdom of the chair, which is why the bill is in fact receivable.
