Mr. Speaker, the Minister of International Trade is hiding between a rock and a hard place. First, he did not want the Standing Committee on International Trade to consider the softwood lumber framework agreement. Perhaps he is ashamed of what he negotiated. Now he is opposing the implementation of a loan guarantee program to help the victims of his capitulation.
Since he took part in announcing the implementation of a loan guarantee program just over six months ago, why does he not restore this Liberal program until we can get a real agreement?
