Mr. Speaker, the government's criticism of the EnerGuide program was that there was an energy audit requirement to ensure that the money in fact delivered real efficiencies in home heating and fuel savings.
With respect to the transit pass credit, however, there is no apparent way of checking that it will yield results. This is the accountability angle which is missing from the transit pass credit. It appears that 90% of the money being invested is only going to subsidize the cost of existing transit riders. Without investment in new infrastructure, there is no possibility of increasing ridership to deliver any benefits.
How does the minister square spending that amount of money which, by the government's own criteria, would be much worse than the situation it criticized with EnerGuide?
