An email sent December 19, 2005, confirms that the Minister of Transport, Infrastructure and Communities and three organizers carefully chose the ridings in Quebec. They apparently chose these ridings even before the candidates had been selected. The Minister of Transport himself was responsible for Quebec candidates.
