Take, for example, the mayor of Rivière-du-Loup, who said that his city cannot be listed on the European carbon exchange without clear Canadian targets. As a result, the city's disposal site is losing hundreds of thousands of dollars every year.
How can the government fail to realize that, even at that level, the environment can be profitable?
