The Department of Justice, which is responsible for these matters, said in today's media that, in fact, the jails cannot absorb another 5,000 inmates. There is not enough room. It will take an expansion costing $2.5 billion to $3 billion to accommodate the increase in the prison population. Inmates will be doubling up in cells.
