In his answer, the minister suggested that it was the government that amended the IRB appointments process. I want to correct the record. In fact, it was the former prime minister, Paul Martin, who insisted that the IRB be restructured. along with a series of other boards, agencies, commissions and crown corporations to drive up transparency and to ensure there was a distance between the chairmanship and the CEO functions.
