He mentioned a Université de Montréal study, but I would like to tell him that I have before me a Transport Canada study dated May 24, 2005. It is estimated that it will be between $231 million and $433 million, just for the delays that will caused by the government's new policies. There have been many like that. This will not be without administrative costs. In terms of compliance with certain C-TPAT rules, C-TPAT being an American federal program, if the Canadian industry does not comply, the result is quite simple; it can no longer do business with the United States. The Americans apply security measures and Canada has no response. This will lead to tremendous losses for our economy as a whole. My colleague referred to a Université de Montréal study. I am talking about a Transport Canada study from 2005, and the situation is probably worse today.
