Mr. Speaker, the government is justifying its failure to act by saying that it plans to follow in the United States' footsteps. That little game has been going on since 2006. The government has failed to deliver on its promise to regulate for four years now. The situation has become even more worrisome now that the Obama plan is bogged down in the U.S. Senate.
