Mr. Speaker, my reply will be brief. As a legislator, I am frustrated because we already had a plan. After waiting four and a half years, almost five years, the government is finally waking up. With hints of an election in the air, the government wants to give the impression that it is responding to the public's demands. I believe that the government is not yet convinced, as it has not been for the past five years. It is that simple.
