Mr. Speaker, my colleague is absolutely right. He has hit the nail on the head. We know, and Canadians understand, that we are not dealing in a forthright manner with the root causes of crime. We are not dealing with people who are institutionalized. We are not dealing with one of the main contributors to crime, that being mental health issues. There is a sad lack of support by the federal government in dealing with these issues. As a result, we have a level of recidivism that is simply unnecessary. It fails to recognize that we need to identify and treat the problems, and make sure that Canadians are able to return to their communities and make constructive and positive contributions.
