I declare Motion No. 703 defeated.

The question is on Motion No. 706. A negative vote on Motion No. 706 necessitates the question being put on Motions Nos. 707 and 708.

Madam Speaker, it is with some regret that I have to inform you that two members opposite, during the cheering when our side was about to vote, used a Nazi salute pointed in the direction of the Prime Minister. I cannot believe they really intended the full implications of that and so I will not mention who they are. This is intolerable behaviour and it should never happen again.

Madam Speaker, this is unacceptable. I made no such gesture, and I do not want the entire opposition being accused of such a thing. People need to take responsibility for their actions; I had nothing to do with this.

Madam Speaker, I agree completely with the Minister of Natural Resources and the member for Bourassa. However, I do not think that the members of the House understood what my colleague from Bourassa was trying to say.

By not identifying the individuals, perhaps the minister was trying to make the point that it should not happen again. All the opposition parties are being accused. What the member for Bourassa is asking—and I would make the same request—is that the people who made the gesture have the decency to rise here and apologize, and explain their actions.

Madam Speaker, there was no Nazi salute given here. We went like this. We said that the way they are applauding the Prime Minister every time, they should salute him.

The hon. minister was offended by what he perceived as a gesture that was very offensive to all of us. Now there has been an explanation that it was not the intent. I did not observe that gesture and so we should move on. However, we recognize that this would be offensive to all of us.

The next question is on Motion No. 707. A vote on this motion also applies to Motion No. 710. Is it the pleasure of the House to adopt the motion?
