Mr. Speaker, not only would the member be able to do that, but the member would also have far greater freedom to choose the content of what he or she wants to say. That is equally important. Not only would the member be guaranteed the right to speak on an S. O. 31, but he or she would also be guaranteed the content. Members would have so much more freedom of speech.
