Mr. Speaker, along the same lines, I would like my colleague to explain why Canada often hesitates to make decisions regarding humanitarian causes. Canada has a long history of peacekeeping missions and particularly leadership when it comes to cluster munitions and land mines. Why ruin that by keeping clause 11, which would cause Canadian soldiers to be involved in the use of these weapons against the wishes of most Canadians from coast to coast to coast?
