Mr. Speaker, I thank the hon. member for raising that question because it goes to the core issue. If we do not have this definition in the legislation, then there is no concept of ecological integrity. Therefore, every park management would have some sort of ability to do what it wants to do, when it wants to do it, and how it wants to do it. Standards would vary from park management to park manager to park manager.
By putting this in, we at least would have the standard to which all park managers and park management plans would be required to adhere. Therefore, we have the possibility of returning some of these lands somewhat closer to the state we all wish them to be in.
