Madam Speaker, I am not sure exactly what the member was referring to, but the only way I can answer that is to ask if the person asking the question could stand and tell me of any police force in Canada or any union that when first formed did it with an open public vote. Or did they do it in secret? I believe that is what we are dealing with here. I focused mainly on the right of individual RCMP members to vote by secret ballot for the initial phase of deciding whether they want to unionize or not. I clearly understand that they have the right to have a union or not, but give them that right to decide with a secret ballot.
