Madam Speaker, I am pleased to get up, as well, to talk to Senate Bill S-217, Wynn's law, which we all agree comes from a good place.
Shawn Rehn never should have been out on bail. His antecedence, his prior record should have been disclosed at the bail hearing. However, let us remember that the person acting as the prosecutor at that bail hearing was a police officer who was poorly trained. It was not a prosecutor exercising his discretion not to disclose the criminal record of the accused. I have heard, on multiple occasions, that Constable Wynn would still be with us if this law had been in effect and based on all the evidence we heard, that is not the case.
