Madam Speaker, I certainly agree that when there are things that are being measured, things will improve. The problem is that the government is not being open and transparent with Canadians about what the plan is, what the targets are, and what it is trying to achieve. How are we expected to know whether it is good or not, when we really see nothing going on? The Auditor General said that in her report.
