Madam Speaker, I rise to pay tribute to Andrew Graham, who passed away last week after a remarkable and varied life of purpose. Andy served as warden of the Kingston Penitentiary, senior deputy commissioner of the Correctional Service of Canada, and assistant deputy minister at Agriculture Canada.
Following his 30-plus-year career in the public service, he embarked on a two-decade academic career with the School of Policy Studies at Queen's University. Countless students, including me, benefited from Andy's enthusiastic and kind-hearted teaching style. Students for years to come will benefit from Professor Graham's use and development of case studies in the teaching of public administration across Canada.
