This being the first vote in a committee of the whole during a hybrid sitting, I would like to take a moment to explain the new voting procedure.

Pursuant to Standing Order 101.1, the process for votes in committee of the whole will take place in a manner similar to the process for votes during sittings of the House with the exception of the requirement to call in the members.

As usual, members experiencing technical difficulties should use the “raise hand” function and wait until the end of the voting period for the Chair to recognize them.

Finally, before we begin, I would like to remind members that the names of members who vote for or against a motion in committee of the whole will not be recorded in the Journals.
