Madam Speaker, when the Prime Minister makes a promise, that only matters to people who want to believe it. If he is not there anymore or changes his mind, then it is worthless. However, if there is legislation in place and a government wants to go against it, it will have to introduce a bill to reverse it and then defend its decision to the farmers.
