Mr. Speaker, how can the Prime Minister, who supports the comments made by his minister to the effect that he is tired of Quebecers who try to protect the French fact in Canada, believe that they will trust him when it comes to protecting the interests of the French language, while he and his government are about to close the only institution for the training of francophone officers in the Canadian Forces?

Mr. Speaker, in an article published this morning and entitled "Kingston, a choice made for reasons of economy and national unity", the Minister of National Defence says, and I quote: "I am tired of those Quebecers who claim to be the only ones protecting the French fact in Canada". The minister goes on to say: "In Canada, francophones must feel comfortable everywhere. That was the dream of Mr. Trudeau and the Liberals of old".

Mr. Speaker, given those comments, are we to understand that, to get rid of those Quebecers he is tired of, the minister intends to give to Kingston the responsibility of training French-speaking officers?

Mr. Speaker, by directly raising the number of provincially-supported welfare recipients through unemployment insurance cuts while reducing transfers to the provinces, by saving $2 billion on the backs of the provinces, does the Minister of Finance not agree that he is crippling the provincial governments, which will soon be forced to make further cuts at the expense of the poorest Canadians?

Mr. Speaker, in the budget tabled yesterday, the Minister of Finance decided to freeze transfers to the provinces to save $500 million in 1995 and $1.5 billion in 1996. A quick calculation shows that the Quebec government would thus lose about $600 million over two years.

Are we to understand that the Minister of Finance has decided to follow his predecessors' strategies and shift part of his deficit directly onto the provinces?

Mr. Speaker, yesterday, during Question Period, the Minister of Indian Affairs twice refused to answer our questions about Mr. Jerry Peltier's status in the federal government during the Oka crisis. Now that he has had time to inquire about this matter, can the minister tell us if Mr. Jerry Peltier was working for the federal government during the Oka crisis and what was his status?

Mr. Speaker, should we conclude from the resignation of Mr. Mitchell and the assurance given by the Solicitor General that there would be no police action on Mohawk territory, that the government has given up enforcing the law on these territories and leaves a small band of armed men the opportunity to pursue, with total impunity, their criminal acts and illegal activities?

Mr. Speaker, last Friday, the grand chief of the band council of Akwesasne, Mr. Mike Mitchell, handed in his resignation saying, and I quote: "I have put plans forward to initiate collaboration between Mohawks and the government, but the infighting has worn me out".

Would the Solicitor General not agree that the sudden resignation of Mr. Mitchell is proof that Mohawk authorities are powerless when it comes to enforcing the law on their territory?
