Statements in the House

National Defence June 15th, 2005

Mr. Speaker, the hon. member refers to lands that were transferred to the province of Ontario in 1965 and have been managed by the province since 1965, not by this department and not by the federal government but by the province of Ontario.

At the request of the province, we are working with it to deal with specific environmental cleanup activities at the sites. We are discussing with the province how we can deal with this matter, but it is totally erroneous to suggest to the House that we are not working on this. The House must bear in mind that these lands were transferred to the province for its responsibility in 1965.

Mr. Speaker, how can the member say that we are trying to bury this when we connected 161 houses to safe drinking water?

Furthermore, we have transferred over $34 million to the community. We are working closely with the community and examining all the factors in order to determine the facts and find a solution that is appropriate and fair for the entire community.

National Defence June 15th, 2005

Mr. Speaker, as I said yesterday, we have taken action with regard to the town of Shannon. We have transferred over $34 million to this community. We have provided a number of houses with direct access to safe drinking water. We are continuing our efforts and working closely with the community in order to determine, first, the source of the contamination and, second, those responsible.

The member is well aware that there are a number of sources. We must do what needs to be done, properly and scientifically.

Mr. Speaker, we have never tried to cover up what happened. We are trying to find out exactly what did happen. As you know, and as I said in the House yesterday, during the nine years the Conservatives were in power, those same facts and the same knowledge of the consequences of past use of those same products were available. We are making a very honest effort at this time to find solutions to an old problem, one that is very significant for members of the forces and of the public. We will do so properly and scientifically.

Veterans Affairs June 15th, 2005

Mr. Speaker, as I explained yesterday in the House, these events and the use of these products date back 45 years. We are trying to reconstruct the facts and the consequences. We will be contacting all those affected in order to determine how we can ensure that justice and equity are served in this matter, as we have in numerous other similar cases. We just need the time to see that this is done properly and scientifically.

National Defence June 14th, 2005

Mr. Speaker, I have answered questions about Shannon many times. We have transferred millions of dollars to the town of Shannon. We have provided homes with safe drinking water. We are working together with the community to determine the source of the contamination. Some of it is coming from our base, but some of it is also coming from industrial sites in the region.

We are working closely with the community. First we have to determine the facts in order to establish responsibility. Nonetheless, we are being responsible. We have already provided funding and have taken action. We are continuing to act together with the community.

Mr. Speaker, I totally agree that the tax is unfair. I have raised it with the minister of health for the province of Ontario. The fact of the matter is we are also advised that the tax is perfectly legal and the province of Ontario has the right to levy it. We are not going to tell our officers and our soldiers not to obey the law of Ontario. They have to pay taxes in the province of Ontario.

What we are seeking to do is work with the province of Ontario to make sure we get the best health coverage for our armed forces at an appropriate price and it is not fair for them to be taxed twice when we pay for it. I agree with that, but it is still legal and we have to deal with that situation.

National Defence June 14th, 2005

Mr. Speaker, I am not aware of the specific facts of the case. As the hon. member knows, members of our forces are in the province of Ontario. When they go to a hospital or seek care outside of the facilities which we provide within the medical care of the forces, the forces pay the Ontario government for those very services. That is the way it is done and that is the way it is managed.

Veterans Affairs June 14th, 2005

Mr. Speaker, I have just said that all these products were used by various governments, individuals and commercial agents throughout Canada. At the time, the products were accepted by industry.

We are trying today to reconstruct the facts. We will find the causal relations and will offer compensation to those affected. But first we have to uncover the facts. That is what we are doing.

Veterans Affairs June 14th, 2005

Mr. Speaker, as I have just said to the other member, all the herbicides used at the time were commercial and industrial products used by many. As the press has said recently, the Government of New Brunswick used the same type of thing.

What we are trying to do today is uncover the facts and look at the type of compensation we could offer those affected. I promise the members of the House that this is just what the government will do.
