Mr. Speaker, I also have 100 petitioners calling on Parliament to act immediately to extend the protection to the unborn child by amending the Criminal Code to extend the same protection enjoyed by born human beings to unborn human beings.

Also, Mr. Speaker, 675 petitioners call upon Parliament to eliminate the right of a convicted pedophile being let out of jail on bail pending an appeal. This would thereby ensure the protection and safety of the victims and the community from such a convicted offender.

Mr. Speaker, I have several petitions. The first is signed by 100 petitioners who pray and request that Parliament not amend the Canadian Human Rights Act or the charter of rights and freedoms in any way which would tend to indicate societal approval of same sex relationships or of homosexuality, including amending the human rights act to include in the prohibited grounds of discrimination the undefined term of sexual orientation.

Mr. Speaker, this minister refuses to use his authority to deport criminals but is not afraid to use his power to let them in. That is incredible.

Yesterday CTV reported that Canada is home to several confessed former members of death squads and the immigration department has been fully aware of their presence for almost 10 years.

Did the minister have personal knowledge of the presence of these death squad members? Is he going to give them minister's permits so that they can stay forever too?

Mr. Speaker, yesterday I asked the Minister of Citizenship and Immigration why he is ignoring the Immigration Act by issuing minister's permits to people who were refused entry to Canada.

This is no drop in the bucket. There were 7,000 last year. Among them were 11 who had been previously deported from Canada. First they are out and then the minister lets them back in.

What is the point of deporting people if the minister is just going to sneak them in again through the back door? Why has he kept this all a secret until now?

Mr. Speaker, permits were issued to 524 people who posed a health threat. Seven people were engaged in acts of terrorism and subversion, 1,049 were convicted of an offence that carries less than a 10 year sentence and 10 people had been previously deported. I have just scratched the surface.

Why has this minister refused to intervene even once to kick dangerous criminals out of the country when he intervened 7,000 times last year to let these sorts of people in?

Mr. Speaker, the immigration minister told this House a week ago that in 1994 he had issued minister's permits to about 7,000 people who were initially denied entry into Canada. We have obtained a list of just who those people are and I find it and the minister's actions deeply disturbing.

Why did the minister give permits to 147 people who were caught working illegally, to 129 people who came into Canada with fraudulent papers and to 354 people who have engaged in a pattern of criminal behaviour?
