Health Care March 25th, 1998

Mr. Speaker, this government has indicated that it is going to undertake a major review of the Canadian Human Rights Act in the coming months. I suggest that it is quite apparent to everyone that as part of that review, we will be looking at the possibility of including a ground of social disadvantage or poverty. We look forward to hearing from Canadians on that issue before we prejudge the conclusion.

Young Offenders Act March 24th, 1998

Mr. Speaker, we have always indicated in this House that we are a government that is not going to take a simplistic approach to young offenders. Protection of society is a key value, but obviously so are prevention of crime and rehabilitation and reintegration of young offenders.

The hon. member can rest assured that the response will be tabled in this House in a timely fashion.

Legalization Of Marijuana For Medical Purposes March 23rd, 1998

Mr. Speaker, as my colleague the Minister of Health and I have said on a number of occasions, our officials are at work reviewing this very important question. When we have recommendations to make to this House, we will bring them forward.

Young Offenders Act March 23rd, 1998

Mr. Speaker, as perhaps you have noticed, this is Academy Awards evening and the hon. member is rehearsing his part.

Mr. Speaker, more seriously, the hon. member raises a very important issue. As I have said before in this House, the government will respond to the standing committee's report in a timely and thorough fashion.

Firearms March 19th, 1998

Mr. Speaker, I would like to point out to the hon. member, and I would be happy to file this with the Speaker, the report to which he refers incessantly is the “Illegal Movement of Firearms in Canada”. In annex A of the report the methodology is set out.

If the hon. member bothered to inform himself he would see that there has been no misrepresentation. There has been no attempt to in any way misuse or conceal data. In fact the statistics—

Mr. Speaker, I would ask the hon. member where he thinks the inaccuracy is. I would be happy to talk to the hon. member about where he believes this inaccuracy is in the data that we presented.

Mr. Speaker, I can only reiterate that which I said yesterday to the House.

The report to which the hon. member refers was not prepared by the Department of Justice alone. As I said yesterday, the report was the work of experts from the Canadian Association of Chiefs of Police, the RCMP, the solicitor general and provincial representatives from Quebec, B.C. and the OPP.

Again I refer to the fact that the letter I tabled yesterday indicates that any disagreement or confusion between the commissioner and my deputy minister has been clarified.

Mr. Speaker, I take very strong exception to the allegation made by the hon. member in relation to the use of false information by the Department of Justice or my predecessor. In fact if the hon. member had been in the House yesterday, he would know that I tabled a letter from the commissioner of the RCMP in which the commissioner agreed that there was methodological confusion and it has been cleared up.

Mr. Speaker, I think the hon. member missed my answer to the same question yesterday from the Reform Party.

The deputy minister and the commissioner of the RCMP have agreed that there was a methodological confusion on the part of the RCMP in relation to how the statistics were collected. As I understand it today there is no disagreement between the two.

Mr. Speaker, as I have told the House before on numerous occasions, it is the government's intention to respond to the Standing Committee on Justice and Human Rights report on youth justice. I will be filling that report in the coming weeks.
