Mr. Speaker, the RCMP unit that was responsible for the 125th anniversary celebrations applied to this program for funding to help it carry out events across the country in relation to this celebration. In fact, it received that money. Based on the evidence, the Auditor General was able to determine that it held hundreds of celebratory events across the country with the funding it received.

In fact, Mr. Speaker, as the Auditor General herself has noted, the RCMP unit assigned to investigate the sponsorship issues is a different unit from that which applied for and received funding for the 125th anniversary.
However the RCMP took additional steps to ensure that its conduct was appropriate. It sought an outside opinion by an eminent former judge to look at the very question of whether its conduct in the matter was appropriate.

Mr. Speaker, as I am sure the hon. member is aware, criminal prosecutions are within the jurisdiction of provincial attorneys general. In fact, the attorney general of Quebec has been informed of the matter surrounding the RCMP.
Any final decisions in relation to concerns around conflict will be dealt with by the attorney general of Quebec or any other provincial attorney general who might be implicated.

Mr. Speaker, there are a couple of things people need to understand here.
As I have been informed by the RCMP, separate divisions were involved in this matter. Those carrying on the criminal investigations had absolutely no part in the request for dollars to help celebrate the 125th anniversary of the RCMP.
More important, I have been informed by the commissioner that he sought an independent legal opinion from a retired judge to investigate the very matter that the hon. member puts in question. That eminent jurist has provided an opinion, as I understand it, that indicates there is no conflict in the RCMP--

Mr. Speaker, I am not sure of the exact import of the hon. member's question. If she is suggesting that the public complaints commission of the RCMP does not have the power to carry out investigations into criminal matters, that is simply not accurate.
What the Auditor General perhaps was referring to was the fact that the RCMP, since September 11, has enhanced powers in relation to national security. In fact, the Prime Minister has acknowledged the fact that as of December 12 we want to look at a new or additional oversight mechanism to ensure that the public's rights are protected.

Mr. Speaker, as the hon. member knows, in spite of all the conspiracy theories and the paranoia that comes from him, there is no cover-up here. In fact, on this side of the House we have been absolutely clear year after year in terms of what the firearms program cost.
We should not lose sight of the fact that Canadians are committed to gun control. Canadians are committed to a function of safety in relation to firearms.
