Canada-U.S. Relations May 26th, 2003

Madam Speaker, at a time when relations with our neighbours warrant improvement, the Prime Minister has shown both disregard and contempt for our relations with one of our greatest friends and largest trading partners, the United States of America.

With many issues now present to discuss, the Prime Minister has found it timely to host the Prime Minister of France. Given our current relations with the Americans and their own current difficulties with the French government, this was a display of ignorance and blatant disregard of our own national interest. While relations with France are important, now is not the time to concentrate on them.

Let me tell members about the farmers and ranchers in my area and most of the west who do not care that the Australian prime minister was invited to the Bush ranch and that the Canadian Prime Minister was not. What they do care about is re-opening the U.S.-Canada border to beef.

The Prime Minister's blatant “thumb in the eye of the Americans” is all about timing. Let me repeat, it is about timing and now was not the time to host the French prime minister.

Fisheries May 15th, 2003

Mr. Speaker, the fisheries committee recently tabled a report recommending that the minister deal with this foreign overfishing in a much stronger way. The report was rejected out of hand by this minister. Why will the minister not show some leadership and organize an international response to this impending international conservation disaster?

Mr. Speaker, recent research found that the Atlantic cod population is at a perilously low level. The response has been mismanagement by DFO from the very beginning. Failure to deal with foreign overfishing has been one thing that has led to this problem. Why will the minister not get off the fence and take a tough stand against foreign overfishing?

Mr. Speaker, I cannot really believe that the member believes what he is saying. I have heard propaganda before in communist countries, but I really cannot believe that the member believes what he is saying.

I have done a professional poll in my riding. Well over 80% today are still opposed to this. At the time, I received 13,000 letters that were opposed to this and 17 in favour. That is the kind of response there is out there.

Let me ask the member a question. I have one constituent who has registered 23 guns. All 23 registrations say that the make of gun is unknown, the length of barrel is unknown, and the serial number is unknown. That is on his 23 registration certificates. How is that going to help the police or stop crime so they know what kind of weapon is being used?

Also, what makes the member think that criminals are so stupid that they are going to use guns registered in their names? Are we not talking about preventing crime?

Canada Airports Act April 29th, 2003

Mr. Speaker, the member talks about the closing and the overtaxing of smaller airports. It seems to me it is part of the decline of our whole transportation network across the country.

In my riding we have an airport as a result of the closing of an air base some years ago. The government sold that for around $5 million and now it is being revived. It is owned by the city along with a number of groups and the province has anted up money. Private enterprise has put money forward, but the federal government has put absolutely nothing forward.

All the airport is asking for is some fencing for security purposes. We will then have commercial traffic at that airport and I believe it will be viable to the east and to the west. Could the member elaborate if this is true across the country? It is certainly true in my riding. I would like to know his feelings on that.

Food and Drugs Act April 9th, 2003

Madam Speaker, there is a great concern the government will get so involved in the classification of drugs that something as simple as garlic, for instance, could be classified as a drug as opposed to a food. Could the hon. member explain to us what kind of concern that really is?

Citizenship and Immigration April 9th, 2003

Mr. Speaker, this is not before any court. On March 31, I wrote the minister a letter about Schneeberger. I talked to him last year about it. I have talked to him in the House many times about it. I called his office on Monday and got no return call. Immigration has been investigating it for two years.

Schneeberger has a parole hearing next Friday. He is demanding that those girls come to that prison on April 27. Why will the minister not do something and stop this injustice?

Citizenship and Immigration April 9th, 2003

Mr. Speaker, John Schneeberger continues to terrorize Lisa Dillman and her two little girls.

For seven years he deceived police DNA tests by implanting another man's blood in his arm. That is how he fraudulently got Canadian citizenship. Why does the immigration minister find this so difficult to understand? Will the immigration minister fight to keep John Schneeberger in prison until his term is up and then deport him?

Justice April 8th, 2003

Madam Speaker, Lisa Dillman's worst fear came true last week when her lawyer said her ex-husband, John Schneeberger, was re-applying to force his two daughters to visit him in prison. This felon was convicted of drugging and raping two females, one of them his 13 year old stepdaughter, and obstructing justice for seven years by inserting another man's blood vial in his arm in order to thwart DNA tests.

I was there two years ago when Schneeberger forced Lisa and her daughters to visit him at the Bowden Institution. I will never forget the terror and horror I saw in those little girls' eyes. An RCMP officer on duty said to me with tears in his eyes, “I have kids at home. I can't believe our justice system is torturing two little girls like this”.

Yesterday, the minister said that Bill C-22 would prevent this. That is just not the case. I plead with the minister to make the necessary amendments now.

Justice April 7th, 2003

Mr. Speaker, in that bill it covers the physical part of things. It does not cover the psychological. Those young girls have undergone a psychological crisis because of what the government forced them to do. That is what he needs to deal with and the bill does not do it. Will the minister commit to dealing with the issue of psychological and physical abuse by parents?
