Terrorism October 26th, 2001

Mr. Speaker, as members know, Fintrac's current mandate is to deal with and fight money laundering. We have expanded that mandate so that it will also include tracking down terrorist funds. Yesterday we announced that we would add $10 million to its budget.

This is just part of the government's fight against terrorism; $280 million was recently announced, which brings the funding to $1.8 billion announced in the last year for defence, security and fighting terrorism.

Mr. Speaker, I appreciate the representation to the government of the people of Canada by the hon. member but surely he does not think that I would be so naive, standing here in the House of Commons, to speak on behalf of the government on such a sensitive matter which could impact on the stock markets of Canada.

Mr. Speaker, we are very much aware that the Bloc is calling for $5 billion from us. They are demanding a reduction in contributions. But we have already done that. They are calling for EI reform. We have already done that.

They have asked us to do something for the airlines. We have already done that. They have asked us to do something for small and medium size businesses. We have already done that within our taxation system.

Mr. Speaker, there is no doubt that we have suffered as a result of the events of September 11. Let me assure the House that we are very closely monitoring the fiscal situation in Canada. We are taking steps to work with the international community because the global economy has been impacted by those events. Precisely, Mr. Speaker. There is a prohibition in place with the resolutions concerning Afghanistan. We have already brought in regulations here in Canada, in other words we are able to obtain and seize all assets of bin Laden and all of his colleagues.

Mr. Speaker, it is obvious that we are going to propose amendments in order to attain the goal the hon. member has referred to.

I must also state, however, that with Bill C-24, which is before the Senate at this time, the possibility exists to do exactly the same thing with the proceeds of crime and also to promulgate and implement in Canada declarations from other countries in the world without the process taking place here in Canada.
