Mr. Speaker, the Prime Minister is keeping his word. May I suggest that rather than the hon. opposition member worrying about political affiliation with somebody, he worry about whether somebody is competent, because that should be the measure. This individual is competent and that is why he has the job.

Mr. Speaker, this is absolute nonsense. This individual is dealing with the devolution file, which has to do with territorial, provincial and federal relationships. What better than to have a former premier do it?

This individual negotiated a framework agreement, was successful on this file and is continuing to do it. This individual is a qualified individual awarded the contract according to the rules. The comment of the hon. member over there is absolute and utter nonsense.

The 1995 agreement with the Cree provided that Canada would allocate annual subsidies for operation of the Cree local governments under the Cree-Naskapi of Québec Act and this has been done since 1995 according to the agreement provisions. This agreement expired in 2001 but Canada has continued to provide the annual subsidies according to the terms of that agreement. Renewing the agreement was delayed in the last few years due to other negotiations and the extent of the new financial demands from the Cree, but the Department of Indian Affairs and Northern Development will make this renewal a priority during 2004-2005.

Mr. Jim McCarthy has been appointed as Canada’s representative. Furthermore, the parties have agreed to appoint Justice Réjean Paul as the third panel member and its chair. Justice Paul intends to have an initial meeting with the parties in late March 2004. This panel must review the Cree complaint and submit recommendations to each party, pursuant to the provisions of the 1995 agreement between Canada and the James Bay Cree.

Yes, Mr. Speaker, we will be proceeding in exactly that manner. We will be working with first nations communities and with other aboriginal communities with the very clear objective of ensuring that there are additional housing units in our first nations and aboriginal communities.

Mr. Speaker, I had the opportunity to meet this morning with the national chief and other aboriginal leaders.

We had an opportunity to discuss the issue of housing. We have committed to work together, to think outside the box, to develop solutions that will in fact result in additional housing for first nations communities and other aboriginal communities.

First Nations Fiscal and Statistical Management Act March 10th, 2004

moved for leave to introduce Bill C-23, an act to provide for real property taxation powers of first nations, to create a First Nations Tax Commission, First Nations Financial Management Board, First Nations Finance Authority and First Nations Statistical Institute and to make consequential amendments to other Acts.

Mr. Speaker, pursuant to the special order made previously, I would like to inform the House that this bill is in the same form as Bill C-19 was at the time of prorogation of the previous session.
